The "Setting up European or International Scientific Networks" (MRSEI) instrument

ANR proposes an instrument specifically dedicated to "Setting up European or International Scientific Networks" (MRSEI being its French acronym). It aims at facilitating French researchers' access to the European (Horizon 2020 in particular) and international funding programmes.

The aim of the instrument is to reinforce French scientific leadership which can be expressed in particular through the coordination of a proposal submitted to a large-scale European or international call for proposals. The submitted proposals must therefore clearly prefigure a candidacy for one of these calls.

The projects must propose the construction of a network of a high scientific level on subjects of strategic importance and proposing actions having a major scientific, technological or societal impact.
The selected projects will receive funding averaging €30 k for a period ranging from six to twelve months.

ANR has taken measures to ensure swiftness in decision making and funding deployment:

  • a simplified submission file,
  • a single funding beneficiary for the entire consortium: the public research laboratory acting as principle project investigator,
  • peer selection by a single ad hoc committee without mandatory recourse to external peer reviews.

In practice

Two or three specific calls per year are published on the ANR website for the "Setting up European or International Scientific Networks" instrument.
