This programme aims to promote the hosting of prominent junior or senior researchers from abroad, by offering them substantial funding to carry out an ambitious research project in various new domains that have received little, if any, attention in France. The programme is intended to enable hosting institutions to strengthen their international visibility and appeal through innovative research while enabling them to integrate new international networks.
To this end, the Hosting High-Level Researchers call will offer the selected researchers substantial funding â€“ up to â‚¬500,000 to junior researchers and up to â‚¬1,000,000 to senior researchers â€“ to benefit from high quality and high-level hosting conditions.
The grant will enable these scientists to carry out their basic or industrial research project for a period of 36 to 48 months. The ANR funding can cover all or part of the researcher's salary.
The Hosting High-Level Researchers programme is characterized by its outstanding flexibility and strengthened efficiency, with the aim of sustainably attracting to France new talents from any country (simplified eligibility criteria; maintaining the funding to strengthen the project if additional financing is obtained; portability of funding to another institution if a candidate is recruited on a permanent contract).

A project proposal must be submitted by the candidate as a Principal Investigator.
However, once a project is selected for financing, the ANR will establish the grant agreement with the hosting institution (legal entity) and not with the researcher himself/herself (natural person). Hence before submitting his or her proposal, the researcher needs to make sure of the commitment of the hosting institution which will sign the grant agreement if the candidate is selected.
